Senate Bill No. 564 Summary

• Adds a new subsection to Missouri law (section 302.173) allowing active members of the U.S. armed forces to waive the motorcycle roads skills test if they successfully complete a military motorcycle rider training course meeting or exceeding Motorcycle Safety Foundation curriculum standards.

• Requires applicants to present completion cards or documentation from a military motorcycle rider training course showing successful completion of basic motorcycle safety instruction that meets or exceeds national standards.

• Authorizes the Director of Revenue to promulgate rules and regulations for administration and implementation of the military motorcycle training course waiver, subject to Missouri's Administrative Procedure Act (chapter 536).

• Makes rules created under this authority subject to legislative review, with provisions that any rules adopted after August 28, 2012 shall be invalid if the legislature's rulemaking oversight powers are subsequently held unconstitutional.
