Repeals age restriction and expands text messaging prohibition to all drivers operating moving motor vehicles on Missouri highways using hand-held electronic wireless communications devices.

Prohibits sending, reading, or writing text messages and electronic messages (including email, instant messages, and commands to access Internet sites) while driving.

Exempts authorized emergency vehicles and drivers using hand-held devices to report illegal activity, summon emergency help, prevent injury, or relay dispatch information with permanently affixed devices.

Prohibits law enforcement from stopping, inspecting, or detaining any person solely to determine compliance with this section; violations are classified as infractions and moving violations.

Allows telephone calls using hand-held devices and exempts parked vehicles, emergency personnel performing official duties, GPS devices, voice-operated technology, and amateur radio transmitters; preempts all local ordinances on this subject.
