Repeals and rewrites 23 sections of Missouri law related to the Missouri Law Enforcement District Act, establishing procedures for creating districts to fund law enforcement projects with a 5-member elected board.

Changes alderman age requirement from 21 years to 18 years of age for cities organized under sections 78.010 to 78.400.

Expands law enforcement district creation to any county of the first classification (removing previous population restrictions of 50,000 inhabitants or less).

Modifies tax repeal procedures for law enforcement districts, allowing districts to impose property tax up to 30 cents per $100 assessed valuation with voter approval requiring four-sevenths majority, with repeal available by petition of 10% of registered voters.

Changes presidential primary election date from March to February of each presidential election year, and permits bond elections on the first Tuesday after the first Monday in February.
