Expands prevailing wage requirements to apply to public construction projects funded with any amount of public funds, removing the previous "greater than 50 percent" threshold.

Prohibits state entities and political subdivisions from requiring or prohibiting bidders and contractors from entering into labor organization agreements on construction projects funded with public funds.

Eliminates union-only project labor agreement requirements for state-funded projects, except those funded 50% or less with state funds, which require documented impact analysis and public hearing before implementation.

Changes prevailing wage calculation to use U.S. Bureau of Labor Statistics median hourly wage estimates by occupational code rather than collective bargaining agreement rates.

Adds civil remedy provisions allowing bidders harmed by violations to seek equitable relief and monetary damages in court, including contract award modifications and attorney's fees.
