Creates a new advance voting system allowing registered Missouri voters to vote in person at a central voting location or satellite sites beginning the third Wednesday prior to an election through the Wednesday before election day.

Requires all election authorities to maintain at least one central voting location open until close of business on Wednesday before the election, with satellite sites required for jurisdictions with 50,000+ registered voters (maximum six satellites per authority).

Establishes advance voting hours as regular business hours per state law, including Saturdays until 12:00 p.m., with hours not starting before 7:00 a.m. or extending beyond 7:00 p.m.

Prohibits voters who cast advance ballots from voting at polls on election day; violations constitute a class one election offense, with election authorities required to certify violations to the verification board.

Makes advance ballot voter information confidential until 8:00 a.m. Friday before the election, after which candidates and authorized representatives may access the lists; all implementation costs paid from state general revenue, effective January 1, 2013.
