Expands the definition of "residential subscriber" to include wireless service and similar service in addition to traditional residential telephone service.

Adds automated calls to the state do-not-call list prohibition, making it illegal to call numbers on the list via either telephone solicitations or prerecorded/synthesized voice messages.

Extends "telephone solicitation" definition to include facsimile, graphic imaging, data communications, and text messaging in addition to voice calls.

Prohibits callers from using automatic dialing-announcing devices unless designed to disconnect within ten seconds after the subscriber terminates the call.

Establishes civil penalties up to five thousand dollars per knowing violation for breaches of do-not-call requirements, with private right of action available to subscribers who receive multiple violations within twelve months.
