Allows buyers who trade in a vehicle to attach trade-in license plates to a newly purchased vehicle for up to 30 days while awaiting registration.

Establishes a temporary permit system for vehicle buyers, available from the Department of Revenue, authorized agents, or dealers at a cost not to exceed $5 per permit, valid for 30 days from purchase.

Requires dealers and authorized agents to maintain accurate records of issued temporary permits and make information immediately available to law enforcement.

Provisions regarding temporary permits expire July 1, 2019.

Adds requirements that traffic control signal timing conform to Department of Transportation regulations and establishes minimal yellow light change intervals based on national engineering standards from the Manual on Uniform Traffic Control Devices.
