Repeals multiple sections allowing Sunday liquor sales for specific establishment types (wine shops, dance ballrooms, restaurant bars, amusement places, entertainment venues, and airline clubs) and consolidates regulations into two main sections.

Allows charitable, fraternal, religious, service, and veterans' organizations with federal tax-exempt status to sell intoxicating liquor between 9:00 a.m. and midnight on Sundays by the drink for consumption on premises, with an additional $200 annual fee.

Permits licensed liquor retailers to sell intoxicating liquor in original packages between 9:00 a.m. and midnight on Sundays, with an additional $200 annual state fee and up to $300 local fee, except establishments applying for licenses under section 311.089.

Allows restaurant bars in counties with 600,000-700,000 inhabitants located on professional sports stadium grounds to sell liquor by the drink on Sundays from 8:00 a.m. to midnight.

Permits multi-building premises of qualifying organizations to sell liquor at any building in close proximity under a single permit.
