Establishes a Joint Committee on Child Abuse and Neglect composed of 7 senate and 7 house members to study child abuse reporting systems, removal procedures, and make recommendations to the general assembly by January 15 each year; committee expires January 15, 2018.

Modifies criminal statutes relating to drug trafficking, domestic assault, sexual misconduct involving children, and abuse/neglect of children to include expanded definitions and penalties; increases cocaine base thresholds and updates crime definitions.

Allows cities and counties with municipal courts to use collections agencies for uncollected court fines and costs; permits certain municipalities to have violations heard by associate circuit judges with specialized dockets for mental health, domestic violence, and other special needs cases.

Creates "trust protector" positions in Missouri trusts with express powers to modify trusts for tax purposes, correct errors, change governing law, and manage trustee appointments; limits liability and requires fiduciary duties.

Updates miscellaneous judicial provisions including sheriff service fees, court automation fund deadlines (extended to 2018/2020), child witness testimony rules, trespasser liability standards, and property damage crime classifications.
