Scrap metal operators may purchase inoperable motor vehicles or parts that are at least ten model years old without obtaining the original certificate of title, salvage certificate, or junking certificate from the seller if the operator verifies via the Department of Revenue that the vehicle has no recorded security interest or lien.

For inoperable vehicles that are at least twenty model years old, scrap metal operators are not required to verify with the Department of Revenue whether the vehicle is subject to any recorded security interests or liens.

Instead of forwarding title certificates, scrap metal operators must forward a copy of the seller's state identification along with a director-designed bill of sale that certifies the vehicle is inoperable, at least ten model years old, and has no recorded security interests or liens.

The Director of the Department of Revenue must promulgate rules and regulations to implement these provisions, including development of a uniform bill of sale, with all rules subject to Chapter 536 requirements.

Upon receipt of required documentation, the Department of Revenue shall cancel any certificate of title and registration for the motor vehicle.
