Expands privacy protections for home addresses and vehicle information of parole officers, pretrial officers, peace officers, and members of the state and federal judiciary in motor vehicle and driver registration records.

Permits videoconferencing for offender appearances before the parole board and hearing panels for decisions on conditional release, parole, and revocation, with exceptions if the offender, victim, or victim's family objects.

Modifies circuit clerk selection procedures in the twenty-second judicial circuit to be appointed by majority vote of circuit and associate circuit judges rather than elected.

Updates expiration dates for the Statewide Court Automation Fund provisions from September 1, 2013 to September 1, 2015 and related deadlines.
