Repeals and replaces section 571.111, RSMo, to clarify firearms safety training requirements for concealed carry endorsements in Missouri.

Applicants can satisfy training requirements by submitting certificates from qualified instructors, law enforcement agencies, or by holding valid peace officer licenses, corrections officer certifications, or other specified qualifications.

Qualified firearms safety instructors must conduct at least 8-hour courses including handgun safety, marksmanship, legal instruction, and live fire testing of minimum 50 rounds per handgun at 7 yards distance with at least 15 rounds hitting target during final test.

Instructors cannot pass applicants who fail to follow safety orders, handle firearms dangerously, or fail to hit silhouette targets with at least 15 rounds during live fire testing with both handguns.

New training requirements apply only to applications submitted after August 28, 2011, for new concealed carry endorsements and do not apply to renewals of endorsements issued before that date; includes emergency clause for immediate implementation.
