Replaces the Missouri Health Facilities Review Committee composition, removing legislative appointees and replacing them with industry and professional experts including health insurance, commercial development, economics, medical, nursing, and hospital administration specialists.

Changes the geographic service area definition for affected persons from "service area in which" to a "five-mile radius" around the proposed new health care service.

Increases expenditure minimums for certificate of need requirements: from $600,000 to $1 million for capital expenditures and from $400,000 to $2 million for major medical equipment at licensed health care facilities.

Modifies consideration of competing facilities from a 15-mile radius to a 5-mile radius when determining whether to grant certificates of need.

Updates terminology from "mentally retarded" to "intellectually disabled" in provisions relating to intermediate care facilities.
