Repeals and replaces section 167.031, RSMo, relating to school attendance requirements and compulsory attendance age.

Defines "home school" as an unincorporated school with no more than four unrelated students that provides private or religious instruction without charging tuition.

Requires home school parents to maintain records including lesson plans, work portfolios, and progress evaluations, and provide at least 1,000 hours of annual instruction with at least 600 hours in core subjects.

Exempts private, parochial, parish, and home schools from state curriculum mandates and allows them to exclude concepts conflicting with their religious doctrines.

Beginning in the 2013-2014 school year, requires parents in metropolitan school districts in certain large cities to enroll children by age five in public, private, parochial, or parish schools unless choosing home schooling that complies with the bill's requirements.
