Mandates that sealed engineering plans submitted by professional engineers be reviewed by registered professional engineers or engineering interns, and establishes 15-day and 30-day timeframes for supervisory engineer determinations on engineering submittals.

Removes provisions requiring judicial review of environmental permit decisions to be filed in court of appeals instead of circuit court, allowing such cases to follow standard judicial review procedures.
