Changes implementation date from July 1, 2008 to July 1, 2013 for comprehensive vision examinations for school children referred under the program.

Narrows the scope of mandatory comprehensive vision exams to only children referred for examination, rather than all kindergarten and first grade enrollees.

Extends the sunset date of the Children's Vision Commission from June 30, 2012 to June 30, 2016, with automatic eight-year extension if reauthorized by the general assembly.

Requires school districts to conduct eye screenings before completion of kindergarten, first grade, and third grade using approved methods performed by trained school nurses or qualified employees.

Establishes that when students fail eye screening, parents must be notified and student shall receive mandatory comprehensive vision examination from optometrist or physician, with evidence of examination due within one year.
