Requires gubernatorial appointments to numerous state boards, commissions, and committees to receive advice and consent of the Missouri Senate, including the Missouri Minority Business Advocacy Commission, Governor's Council on Disability, Missouri Military Preparedness and Enhancement Commission, and approximately 25 other bodies

Establishes Senate confirmation requirements for appointments to several new entities including the Mid-America Port Commission, Interstate Commission on Education Opportunity for Military Children, and Midwest Interstate Passenger Rail Compact Commission

Modifies the Missouri Health Insurance Pool board structure by reducing the board from 14 to 13 members, expiring current terms on December 31, 2012, and requiring gubernatorial appointments with Senate consent effective January 1, 2013

Requires Senate confirmation for appointments to the Sentencing Advisory Commission, Missouri State Unemployment Council, Small Business Regulatory Fairness Board, Missouri Technology Corporation board, and Missouri Film Commission

Creates the Missouri Pet Spay/Neuter Fund administered by a three-member volunteer board appointed by the governor with Senate consent, consisting of administrators from municipal animal shelters and humane societies from separate congressional districts
