Repeals section 168.128, RSMo and enacts two new sections (168.128 and 168.310) relating to teacher evaluation.

Requires school boards and charter schools to establish high-quality evaluation systems developed collaboratively with teachers and evaluators, with sufficient resources for implementation.

Evaluation systems must include both formative performance reviews for instructional improvement and summative evaluations, with annual summative evaluations for probationary teachers and evaluations of all teachers at least once every three years.

Evaluation systems must assess teacher quality, performance, and effectiveness using multiple valid and reliable measures, with emphasis on district teaching standards and requiring high-quality training for evaluators.

School districts and charter schools must develop guidelines for professional improvement plans by June 30, 2013, with plans addressing identified performance gaps using SMART principles (specific, measurable, attainable, results-oriented, time-based).
