Repeals and replaces sections 304.120 and 304.190 of Missouri Revised Statutes and enacts new section 537.292 relating to motor vehicle use on public roads.

Municipalities may establish speed regulations and traffic rules but must post signs with black letters at least 4 inches high and 1 inch wide at municipal boundaries; non-residents present less than 48 hours cannot be convicted without such notice.

Municipalities must allow at least one street in both directions for commercial motor vehicles to access state highways and cannot deny commercial vehicle use on all streets within the municipality.

Establishes that legally operating motor vehicles on public streets or highways cannot constitute a public or private nuisance and prohibits civil actions or court injunctions against individuals or businesses for lawful motor vehicle use.

Modifies the commercial zone of Kansas City (population 400,000-450,000) to extend 12 miles from city limits and includes specific geographic extensions along state routes 210, 10, and state route 45 from Interstate 29 to certain village boundaries.
