Requires physicians to provide patients with voluntary and informed consent at least 24 hours before abortion, including oral and written information about the procedure, medical risks, alternatives, and gestational age of the unborn child

Mandates physicians present state-provided printed materials describing fetal development at two-week intervals with color photographs, surgical and drug-induced abortion methods and their risks, and alternatives to abortion including pregnancy resource centers and adoption agencies

Requires patients to view an active ultrasound image and hear the fetal heartbeat (if audible) at least 24 hours before the abortion, with a list of free and paid ultrasound providers maintained by the state

Prohibits RU-486 (mifepristone) or other abortion-inducing drugs from being administered via internet or webcam; requires in-person administration by a physician in a hospital or licensed abortion facility

For abortions at 22 weeks gestational age or older, requires patients to receive information about fetal pain and be offered anesthesia or analgesics to eliminate or reduce pain to the unborn child
