State legislature occupies and preempts the entire field of firearms, ammunition, and components legislation, making all existing and future local ordinances on these subjects null and void with limited exceptions.

Political subdivisions prohibited from adopting ordinances concerning sale, purchase, transfer, ownership, use, possession, bearing, transportation, licensing, registration, or taxation of firearms and ammunition except as specifically allowed.

Local ordinances may only regulate firearms if they conform exactly with Missouri statutes 571.010 to 571.070, regulate firearm discharge with proper justification defenses, or comply with section 252.243 and incorporate all justification defenses under chapter 563.

Lawful design, marketing, manufacture, distribution, or sale of firearms and ammunition is not an abnormally dangerous activity and does not constitute a nuisance.

Political subdivisions prohibited from suing firearms or ammunition manufacturers, trade associations, or dealers for damages or injunctive relief related to lawful design, manufacture, marketing, distribution, or sale, though individual citizens retain rights for negligent or defective design claims and political subdivisions may sue for breach of contract or warranty.
