Repeals and replaces section 174.332 relating to the Northwest Missouri State University Board of Regents composition and appointment requirements

Establishes board composition of nine members: eight voting members and one nonvoting student member, with no more than four voting members from any one political party and no more than two voting members from the same county

Requires six voting members be residents of the university's historic statutory service region with at least one from Nodaway County, and two voting members be residents of counties outside the service region from different congressional districts

Designates one nonvoting member as a full-time student who is a U.S. citizen and Missouri resident

Requires majority vote of voting members for quorum and for all appropriations, contracts requiring expenditures, and teacher employment or dismissal decisions
