Prohibits resale or lease of electronic devices or appliances returned by consumers in Missouri or other states unless full disclosure is made to prospective buyers or lessees in both oral and written format

Defines "full disclosure" as the reasons for the product's return and the nature of any repair work performed on the product since the time of return

Classifies violations of the disclosure requirement as unlawful merchandising practices under Missouri Revised Statutes section 407.020

Applies to returned products from both Missouri consumers and consumers in other states with similar return laws
