Requires the commissioner of administration to create rules and regulations for traffic and parking on capitol grounds and other state buildings in Jefferson City, enforced by Missouri capitol police.

Prohibits any parking spaces on capitol grounds from being designated for non-state officials or employees; all non-designated spaces must be available for public use with appropriate handicapped parking accommodations.

Prohibits any non-state officials or employees from maintaining offices or reserved spaces in the State Capitol building, with a removal deadline of August 28, 2012.

Exempts senate and house chambers and their galleries from the office space prohibition.

Authorizes the board of public buildings to construct an office building in Jefferson to relocate state offices currently in rented quarters within Cole County.
