Repeals and replaces sections 303.025 and 303.042 relating to motor vehicle financial responsibility requirements and adds two new sections (303.027 and 303.028).

Creates new penalties for violations of financial responsibility law: second violation results in $1,000 fine; third or subsequent violation results in additional $5,000 fine, in addition to existing misdemeanor penalties.

Allows courts to order impoundment of motor vehicles for up to six months for second or subsequent violations of financial responsibility law, with convicted person paying all towing, impoundment, and storage fees.

Requires law enforcement officers to impound vehicles involved in accidents where operators cannot present proof of financial responsibility; vehicle may be deemed abandoned and disposed of if not claimed within 90 days.

Increases reinstatement fees for license suspension: from $20 to $250 for first violation; from $200 to $400 for one prior violation; from $400 to $600 for two or more prior violations.
