Creates the "Political Subdivision Construction Bidding Standards Act" requiring competitive bidding for construction contracts of $25,000 or more by Missouri political subdivisions unless subject to other statutory or federal requirements.

Requires construction contracts be advertised once weekly for two consecutive weeks in a qualified newspaper with at least ten days notice before bid deadline, and contracts awarded to the lowest and best responsive bidder.

Mandates bids be sealed, submitted in writing, opened publicly at advertised time and place, and establishes requirements for bid confidentiality and notification of prequalified bidders of any scheduling changes.

Allows persons submitting bids or denied fair competition to file court actions for violations, with courts authorized to order contracts rebid, award injunctive relief, attorney's fees, and costs within 15 calendar days of contract award (or without time limit if fraud, collusion, or corruption found).

Permits political subdivisions to waive competitive bidding requirements for emergency situations involving immediate danger to public health or safety, loss of property, or essential service interruption.
