Repeals and replaces sections 508.050 and 523.010 of Missouri Revised Statutes relating to condemnation proceedings and municipal corporation lawsuits.

Requires suits in inverse condemnation or involving dangerous conditions of public property against municipal corporations established under Article VI, Section 30(a) of the Missouri Constitution to be brought only in the county where the land or any part thereof is located.

Prohibits public utilities and rural electric cooperatives from condemning property currently used by another public utility provider, municipality, or special purpose district for the same or substantially similar purpose.

Permits public utilities and rural electric cooperatives to condemn property of another utility provider only to acquire nonexclusive easements or rights-of-way that do not materially impair current use or prevent future expansion by the existing provider.

Preserves existing condemnation powers of public utilities and rural electric cooperatives when subsection restrictions do not apply.
