Transfers administration of the Breast Cancer Awareness Trust Fund from the Friends of the Missouri Women's Council to the Department of Health and Senior Services.

Allows individuals and corporations to designate portions of tax refunds (minimum $1 for single returns, $2 for combined returns) to the breast cancer awareness trust fund, with monthly deposits to the state treasurer.

Establishes a "Breast Cancer Awareness" license plate program requiring a $25 annual contribution deposited to the Missouri public health services fund, with a $15 additional fee for registration.

License plates bear the pink ribbon breast cancer awareness symbol and the words "BREAST CANCER AWARENESS" instead of "SHOW-ME STATE."

Program automatically sunsets six years after August 28, 2008, unless reauthorized by the General Assembly; if reauthorized, it sunsets twelve years after reauthorization.
