Repeals and replaces section 453.121, RSMo, governing disclosure of adoption records and identifying information about biological parents and siblings.

Allows adopted adults or their lineal descendants to request identifying information (name, date of birth, place of birth, last known address) about biological parents from circuit court, with court notifying biological parents within 10 days of the request.

Requires child-placing agencies or juvenile court personnel to make reasonable efforts to notify biological parents within three months and report to the court whether parents have been located and informed of their right to consent to disclosure.

Permits disclosure of identifying information if biological parents consent in writing, are deceased, or are proven to be 100 years of age or older at time of request, provided the other biological parent meets specified conditions or consents.

Adds new provision allowing courts to request original birth certificates from state registrar when court files do not contain biological mother's identity, enabling disclosure of identifying information if all other release requirements are met.
