Exempts active U.S. armed forces members from needing a driving test to obtain a motorcycle or motortricycle license if they complete a military motorcycle rider training course meeting Motorcycle Safety Foundation standards.

Replaces the temporary boater education permit system with a temporary boating safety identification card valid for up to seven days, issued by vessel rental or sales companies to nonresidents for $9.

Requires certificate of title for new outboard motors to designate both the "Year Manufactured" and "Model Year-NEW," with motors manufactured on or after July 1 labeled with the following calendar year unless manufacturer specifies otherwise, effective August 28, 2012.

Clarifies that state park commercial use restrictions do not apply to normal and customary use of public roads by commercial and noncommercial organizations for transporting persons or vehicles, including canoes.

Declares sections 306.127 and 577.073 to be emergency measures effective upon passage and approval to protect tourism and ensure safe vessel operation by out-of-state residents.
