Reduces the inmate population threshold for change of venue procedures from 2,000 to 1,000 average yearly inmates in a county's Department of Corrections centers.

Requires defendants in affected counties to file written change of venue applications within 30 days after arraignment for felonies or 10 days before trial for misdemeanors.

Permits change of venue only on grounds that county inhabitants are prejudiced against the defendant or that the state has undue influence over county inhabitants.

Requires defendants to serve copies of their applications and notice of presentation on all parties, with applications signed by the defendant or attorney but not requiring verification.

Allows the state 5 days to file an unverified denial, after which the court hears evidence to determine whether grounds for change of venue exist and orders transfer to another convenient county if grounds are established.
