Changes monthly payment deadline for veterans' home residents from the tenth to the last day of each month.

Increases annual matching fund grants for veterans' service officer programs from $1.5 million to $1.6 million and clarifies coordination of joint training between veterans' organizations and the Missouri Veterans Commission.

Requires state auditor to conduct annual audits of the Veterans Commission Capital Improvement Trust Fund from January 1, 2011, through December 31, 2013, with findings distributed to the General Assembly, Governor, and Lieutenant Governor within ten business days.
