Repeals and re-enacts sections 50.660 and 50.783 of Missouri Revised Statutes relating to county and township purchasing requirements and competitive bidding procedures.

Increases the threshold for purchases not requiring competitive bids from $4,500 to $6,000 for certain first-class counties with populations between 150,000-200,000 or 260,000-300,000.

Maintains requirement that all contracts and purchases be let to the lowest and best bidder after advertising in newspapers with at least 500 circulation, except for purchases under $6,000.

Allows county commissions to waive competitive bidding for supplies when a single feasible source exists due to proprietary availability, regional distribution limitations, or limited-time discounts, with written determination required.

Requires posting of purchase notice for single-source procurements of $3,000 or more and newspaper advertising for $5,000 or more; specifies separate thresholds of $6,000 or more for certain first-class counties.
