Repeals and reenacts section 64.170, RSMo, relating to county ordinances establishing minimum standards for residential occupancy

Authorizes county commissions in first and second classification counties to adopt regulations controlling construction, reconstruction, alteration, or repair of buildings and structures, including electrical, plumbing, and drainage work

Counties that did not adopt a building code prior to August 28, 2001, require voter approval to adopt one under these sections, with ballots limited to voters in the affected area and excluding incorporated territories

Empowers county commissions in first classification counties with more than 150,000 but fewer than 200,000 inhabitants to adopt regulations controlling minimum occupancy standards for residential units intended for rent or lease

Allows counties to develop licensing and inspection programs for residential units and establish reasonable fees to recover administrative costs
