Repeals existing job training program sections and establishes a new consolidated "Missouri Works Training Program" administered by the Department of Economic Development

Creates the "Missouri Works Job Development Fund" and "Missouri Works Community College New Jobs Training Fund" to provide financial assistance to qualified companies for employee training related to new or retained jobs

Requires qualified companies to offer health insurance covering at least 50% of premiums, maintain specified employment levels, and make capital investments at least 5 times the amount of training assistance received

Establishes a joint legislative oversight committee consisting of 6 members (3 Senate, 3 House) to report annually on program assistance provided to industries

Program automatically sunsets on July 1, 2018 unless reauthorized by the General Assembly
