School districts receive state funding under sections 163.031, 163.043, and 163.087 for resident students enrolled in virtual courses or full-time virtual programs offered by the district, with instruction delivered using technology, intranet, and internet methods.

Charter schools receive state funding under section 160.415 for students completing virtual courses or programs, and institutions of higher education with approved teacher education programs may sponsor virtual charter schools.

Virtual course attendance counts as 94% of nonvirtual program hours upon completion, with funding distributed at 50% and 100% completion milestones at 47% of nonvirtual program hours each.

Any Missouri resident may enroll in a school district or charter school other than their district of residence to attend virtual courses or programs, with admission on a first-come basis until capacity is reached and preference given to siblings of enrolled students.

Virtual courses and programs must meet 12 specified standards including appropriate content tools, orientation training, privacy policies, academic integrity expectations, technical support, and alignment with students' different learning styles.
