Repeals and replaces section 137.556, RSMo, regarding use of special road and bridge tax revenues in counties.

Second class counties with more than 100,000 inhabitants and first class counties without charter government must expend at least 25 percent of special road and bridge tax moneys from cities, towns, or villages on repairs and improvements within those municipalities.

Exempts second class counties with more than 65,000 but fewer than 75,000 inhabitants from the 25 percent expenditure requirement.

City councils or other governing bodies designate specific roads, streets, and bridges for repair and improvement and specify materials to be used.

County commission may directly supervise improvements or approve private contracts, with county commission paying costs from available funds.
