Prohibits the Department of Elementary and Secondary Education from aggregating data from neglected and delinquent children with regularly enrolled pupils in Missouri school improvement program reports unless accompanied by specific annotations

Requires annotations to include data collected only from regularly enrolled pupils and an explanation of how data from facility-residing children affects the district's aggregate data

Applies to school districts containing facilities serving neglected children or delinquent children in court-ordered group homes or institutions

Creates an exception allowing aggregated data only when the department provides separate analysis and impact explanation in the report or publication
