Repeals sections 8.115 and 8.177 of Missouri Revised Statutes and enacts new provisions relating to state capitol security.

Authorizes the Office of Administration, Division of Facilities Management to provide armed security guards at the state capitol building through either employed personnel or licensed contract firms.

Directs the Department of Public Safety to employ Missouri Capitol Police officers with powers of arrest to maintain order and preserve peace at the state seat of government and surrounding county buildings and grounds.

Requires the Office of Administration to establish and maintain a video camera surveillance system for all public spaces within the state capitol building, available to Capitol Police officers for duty performance.

Takes effect immediately upon passage and approval as an emergency measure to ensure security within the state capitol building.
