Prohibits employees, self-employed persons, and employers from being compelled to obtain or provide coverage for abortion, contraception, or sterilization if contrary to their religious beliefs or moral convictions.

Prevents governmental entities and public officials from discriminating against or penalizing individuals or entities based on their refusal to obtain, provide, pay for, participate in, or refer for abortion, contraception, or sterilization services.

Authorizes the Missouri Attorney General to bring civil actions and seek injunctive relief, damages, and attorney's fees when rights under this section are violated or threatened.

Requires health carriers offering obstetrical/gynecological and pharmaceutical benefits to provide notice to enrollees about contraceptive coverage options and allows individuals to exclude contraceptive coverage based on religious or moral beliefs.

Declares the enactment an emergency measure effective upon passage and approval to preserve religious freedom and moral convictions regarding health care services as of August 1, 2012.
