Increases renewable energy portfolio requirements for electric utilities from 2-10% to 7-15% by 2021, with solar energy comprising at least 2% annually starting in 2021.

Restricts renewable energy credit (REC) usage by geography: RECs from any continental U.S. state qualify through December 31, 2016; only RECs from Missouri or bordering states qualify after January 1, 2017, with Missouri-generated energy counting as 1.25 kilowatt-hours for compliance.

Establishes a surcharge mechanism capped at one percent of base rates to recover net costs of renewable energy compliance, with annual adjustments made outside the rate case process effective January 1, 2013.

Requires electric utilities to offer solar rebates of $2 per watt for systems installed in 2013, declining by 25 cents annually until eliminated for systems not operational by December 31, 2020, with customers transferring RECs to utilities for ten years.

Creates the "Agricultural Energy Fund" through annual utility assessments not exceeding 0.005% of intrastate revenues, devoted to biomass energy projects and administered by the Department of Natural Resources.
