Increases notice requirement for public meetings from 24 hours to 48 hours (except for general assembly which remains 24 hours), exclusive of weekends and holidays when facilities are closed.

Prohibits discussion of items not on posted meeting agendas except for brief staff responses to public statements or questions.

Requires public records requests to be fulfilled within three business days and specifies that research time cannot include time spent reviewing records to determine if they are open or closed.

Changes civil penalty for violations from "up to one thousand dollars" to a flat "one hundred dollars" for regular violations, and clarifies court "shall" order attorney fees (rather than "may") when violations are found.

Adds Missouri high school athletic associations receiving public funding through dues and associations directly accepting appropriations from public bodies to the definition of quasi-public governmental bodies subject to open records and meetings requirements.
