Repeals and replaces section 660.057, RSMo, concerning reporting requirements for area agencies on aging operating under Title III of the Older Americans Act.

Requires directors of area agencies on aging to submit annual performance reports beginning January 1, 1995, to the division director, speaker of the house, president pro tempore of the senate, and governor detailing all available and expended funds from state, federal, and private sources.

Expands annual report requirements to include information on funding provided to individual senior centers and facilities, bidding processes, vendor selection methods, and contracts and grants awarded.

Establishes an area agency on aging advisory council to recommend policy guidelines, advise on area plans and budgets, and review agency effectiveness, meeting at least quarterly under open meeting law requirements.

Mandates biennial audits of area agency on aging records beginning January 1, 1995, with audits required by the Older Americans Act of 1965 satisfying this requirement.
