Repeals and reenacts section 260.330, RSMo, to modify how solid waste management fees are adjusted annually.

Eliminates the automatic Consumer Price Index adjustment for solid waste management fees beyond October 1, 2005, allowing adjustments only at the director's discretion based on departmental operating costs and waste volume increases.

Applies the new adjustment provisions to both sanitary landfill operators (charging $1.50 per ton) and demolition landfill operators (charging $1.00 per ton), as well as transfer station operators handling out-of-state waste disposal.

Caps any annual fee increase to not exceed the Consumer Price Index percentage increase and requires adjustment decisions to be subject to appropriations.

Allows political subdivisions that own solid waste disposal areas to designate up to two free disposal days per calendar year for residents, with state fees not applying to waste disposed during those designated days.
