Reduces the board composition from fifteen to fourteen members, eliminating the separate chairperson position and having the chairperson elected from existing members effective August 28, 2012.

Board composition consists of three architects, four professional engineers, three professional land surveyors, three landscape architects, and one voting public member.

Changes chairperson selection from gubernatorial appointment on a rotating basis to election by board members at the first meeting of each even-numbered year for a two-year term.

Requires board members (except public members) to be currently licensed in their profession, Missouri residents for at least five years, and actively practicing for at least ten consecutive years as a Missouri licensee before appointment.

Maintains existing procedures for professional organizations to submit lists of five qualified candidates for board vacancies within ninety days of expiration.
