Establishes quantity limits for controlled substance prescriptions: 30-day supply for Schedule II drugs and 90-day supply for Schedule III, IV, and V drugs.

Permits physicians to increase supply limitations up to three months if the medical reason is documented on the prescription or communicated to the pharmacy via telephone, fax, or electronic communication.

Exempts prescriptions issued by out-of-state practitioners to out-of-state patients and prescriptions dispensed to United States armed forces members serving outside the United States from the supply limitation requirements.

Authorizes pharmacists to dispense Schedule II drugs in emergency situations upon oral prescription from an authorized practitioner, with details defined by department of health and senior services regulations.
