Removes the requirement for the city of St. Louis to elect a circuit clerk, making the position subject to appointment under county charter provisions instead.

Circuit clerks in the sixth and seventh judicial circuits shall be appointed by a majority of circuit judges and associate circuit judges, effective January 1, 2004, with incumbent elected clerks continuing in office through their elected terms.

Circuit clerks in the twenty-second and nineteenth judicial circuits shall be appointed by a majority of circuit judges and associate circuit judges, with incumbent elected clerks continuing through their elected terms.

County charters may provide for appointment of court administrators or circuit clerks instead of election, with charter provisions taking precedence over election requirements.

If state law provides for circuit clerk salaries to be paid by the state, the state shall pay counties an equivalent sum for appointed positions, paid in semimonthly or monthly installments.
