Redirects remaining net proceeds from the gaming commission fund to the veterans' commission capital improvement trust fund instead of the early childhood development, education and care fund

Eliminates provisions that allowed additional distributions to education and veterans' programs when gaming commission fund revenues exceeded $28 million

Maintains lottery fund allocations at 45% for prizes, 32% for education (27% general education and 5% early childhood development), and remaining amounts to general revenue fund
