Requires every school district to adopt an antibullying policy by September 1, 2007, addressing discrimination, intimidation, or harassment that causes reasonable fear for safety, substantially interferes with education, or disrupts school operations.

Expands protected categories to include bullying motivated by actual or perceived race, color, religion, ancestry, national origin, gender, sexual orientation, intellectual ability, physical appearance, mental/physical/sensory disability, or association with others in these categories.

Mandates minimum policy components including prohibition statements, employee reporting requirements, anonymous reporting procedures, investigation protocols, response procedures, retaliation prohibitions, and annual confidential surveys measuring harassment and discrimination experiences.

Requires districts to conspicuously post policies, provide annual staff training, give notice to students and parents, provide student education on bullying effects, implement prevention programs, and review policies at least annually for compliance with state and federal law.

Authorizes the State Board of Education to promulgate rules and develop model policies by September 1, 2013, subject to chapter 536 review provisions.
