Repeals and revises sections 337.300 through 337.345 relating to behavior analysis licensure and regulation in Missouri

Creates a Behavior Analyst Advisory Board within the state committee of psychologists consisting of seven members: three licensed behavior analysts, one with a doctoral degree, one licensed assistant behavior analyst, one committee professional member, and one public member

Establishes four licensure categories: licensed behavior analysts (LBA), licensed assistant behavior analysts (LaBA), provisionally licensed behavior analysts (PLBA), and provisionally licensed assistant behavior analysts (PLABA), plus temporary license variations

Requires applicants to submit complete applications, pay fees, provide photographs and fingerprints for background checks, pass board certification exams, and maintain active certification status

Allows temporary licenses to expire within 90 days (extendable to 180 days) and provisional licenses to last up to two years, with services billed by supervising board-certified behavior analysts for reimbursement purposes under section 376.1224
